Boomtown Casino To Become Hollywood Casino New Orleans In $195 Million Project
Boomtown Casino in Harvey is preparing for a major transformation that will move its gambling operations off the riverboat and into a new $195 million land-based casino.
PENN Entertainment announced plans Monday to build Hollywood Casino New Orleans on property adjacent to the existing Boomtown Casino and Hotel on the West Bank of Jefferson Parish. The project remains subject to approval by the Louisiana Gaming Control Board and other regulatory agencies.
If approved, the new casino is expected to open in 2029 and will include approximately 140,000 square feet of new development. Current plans call for approximately 875 slot machines, 45 table games, a retail sportsbook, multiple restaurants and dining options, and a completely land-based casino floor.
Boomtown currently operates more than 700 slot and video-poker machines, a live poker room and more than 20 table games aboard its stationary riverboat. The existing Boomtown riverboat will be vacated once Hollywood Casino New Orleans opens. PENN said it currently expects to keep Boomtown’s existing 150-room hotel operating as part of the property, and Boomtown’s casino operations are expected to continue while the new facility is being developed.
PENN Entertainment President and CEO Jay Snowden said the new casino is expected to improve the customer experience and strengthen the property’s ability to compete throughout the New Orleans gaming market. The company plans to finance the approximately $195 million investment primarily with cash on hand, although it may also use other available sources of financing.
Jefferson Parish officials said the development will create construction work while protecting more than 400 permanent jobs currently connected to Boomtown. Louisiana State Police gaming data reportedly shows that more than 778,000 people visited Boomtown between July 1, 2025, and June 30, 2026, with the casino generating approximately $104 million during that period.
Jefferson Parish Councilman Tim Kerner Jr. said revenue generated by the casino supports local services and projects, including parks and drainage. Local economic-development officials also believe the modernized casino could help the West Bank compete with casinos along the Mississippi Gulf Coast while benefiting from continued industrial and residential growth in Jefferson and Plaquemines parishes.
PENN operates four other casino destinations in Louisiana and employs more than 3,500 people statewide. The company says its Louisiana properties contribute more than $200 million annually in state and local taxes. Hollywood Casino New Orleans would become PENN’s fourth recent project moving casino operations from a riverboat onto land; the company recently opened new land-based Hollywood casinos in Aurora and Joliet, Illinois, and plans to open another in Council Bluffs, Iowa, in 2028.
The proposed Harvey casino is not located within the City of New Orleans despite its planned name. It will remain at the existing Boomtown property in Jefferson Parish, approximately 15 minutes from the French Quarter.
