Livingston Parish Council Plans New Regulations for Power Plants

The Livingston Parish Council is taking steps to regulate modern power plants within the parish. The council is considering new amendments to the Unified Land Development Code aimed at establishing guidelines for electric generating facilities.

The proposed ordinance would confine such facilities to heavy industrial districts and would require special permits to operate. Members of the council believe these updated regulations are essential for adapting to advancements in technology and ensuring responsible growth in the area.

District 5 Councilwoman Erin Sandefur emphasized that the timing of the ordinance’s introduction is purely coincidental and is not connected to ongoing speculation about a potential data center coming to Livingston Parish. She noted that discussions about updating these regulations have been in progress for over two years.

Reassuring residents, Parish President Randy Delatte confirmed that there are currently no active plans for a data center within the parish. However, interest from organizations regarding future power plant projects has been expressed, although at present, no such organizations are in direct contact with the parish government.

The proposed regulations also include specific usage criteria: projects would need to consist of at least 10 contiguous acres of land and be located a minimum of 500 feet away from any residential properties. Additionally, the council is considering imposing a noise restriction for these facilities, limiting sound levels to a maximum of 60 decibels.

A permit fee structure has been outlined as well, which mandates a payment of $100 per acre, alongside a minimum fee of $10,000 for any project that meets the criteria. This fee structure aims to facilitate thorough oversight and regulation of power plants entering Livingston Parish.

The council plans to hold a public hearing regarding the ordinance at their next meeting, scheduled for September 24, where members could potentially adopt the proposed regulations. This forthcoming meeting will provide an opportunity for residents and stakeholders to express their views and concerns about the proposed changes.

As the Livingston Parish Council considers these new regulations, they balance the need for technological advancement and economic development against community concerns.
