St. George Lawsuit Against Baton Rouge Annexations Continues

St. George remains a plaintiff in an ongoing lawsuit related to the annexation of various businesses into Baton Rouge, a dispute that began back in 2020. A local judge’s recent ruling allows St. George to continue its involvement in this case, rejecting Baton Rouge’s bid to have the community removed from the lawsuit.

The roots of this legal dispute can be traced back to a vote in 2019 that paved the way for St. George’s incorporation. Following that vote, several businesses expressed the desire to annex into Baton Rouge. Subsequently, the Metro Council of East Baton Rouge Parish approved these annexation requests.

Norman Browning and Chris Rials, key organizers for St. George, initiated the lawsuit contesting this annexation process. They argue that the East Baton Rouge Parish Metro Council overstepped its authority by improperly annexing not just business properties, but also homes and public roads into the city limits of Baton Rouge.

Judge Richard ‘Chip’ Moore is presiding over the case and has described the annexation issues as unique. He indicated that he had not encountered a situation quite like this in previous court cases. Furthermore, the judge expressed skepticism regarding the annexation practices of Baton Rouge, hinting that the city may not have acted with ‘clean hands’ in this matter.

This skepticism was echoed in his mention of an ‘equity rule’, suggesting that the actions of Baton Rouge might not meet ethical standards within the context of the law.

As the case stands, both the St. George Transition District and the city of St. George were added as plaintiffs to the lawsuit in 2024. Judge Moore emphasized that there are still unresolved questions surrounding the annexations, meaning further court proceedings will be necessary to reach a definitive resolution.

Overall, this prolonged legal battle highlights ongoing tensions between St. George and Baton Rouge as the communities grapple with complex issues surrounding annexation, governance, and local autonomy.
