Bayou L’Ourse Man Sentenced To 35 Years, Agrees To Surgical Castration In Juvenile Sex Crime Case

BAYOU L’OURSE, La. A 51 year old Bayou L’Ourse area man has been sentenced to 35 years in prison after pleading guilty to multiple sex crimes involving a juvenile, including second degree rape and offenses involving child sexual abuse material.
Carrol Clark, of Morgan City, pleaded guilty last week to second degree rape, two counts of indecent behavior with a juvenile and two counts of pornography involving juveniles when the victim is under 13 years old. The plea was reached through an agreement with prosecutors following a 2024 investigation conducted by the Louisiana Bureau of Investigation. Assistant District Attorney Lana Chaney prosecuted the case, with Judge Jason Verdigets presiding.
The investigation began in November 2024 when agents with the Louisiana Bureau of Investigation Cyber Crime Unit received information from the National Center for Missing and Exploited Children concerning the possible possession and distribution of child sexual abuse material. Investigators identified Clark as the subject of the cybertip and determined that he was uploading and downloading child sexual abuse material through the internet, according to authorities.
Agents obtained a search warrant for Clark’s residence, where investigators said they recovered evidence supporting the information contained in the cybertip. As investigators continued examining the case and interviewing Clark as well as people who lived at or regularly visited the residence, authorities uncovered evidence involving a juvenile girl.
Investigators determined that Clark had engaged in sexual contact with the child inside the residence on multiple occasions. Authorities also said Clark produced sexually explicit photographs and videos involving the child and maintained digital copies of the material. Clark was subsequently arrested and transported to the Assumption Parish Jail, where he was booked on the charges.
Clark has now pleaded guilty to five charges as part of the agreement with prosecutors. He was sentenced to 35 years in the custody of the Louisiana Department of Public Safety and Corrections and will receive credit for time already served.
The plea agreement carries significant conditions beyond Clark’s prison sentence. He will be required to register and provide notification as a sex offender or child predator for the remainder of his life. Clark also agreed to undergo surgical castration administered through the Louisiana Department of Public Safety and Corrections.
Louisiana enacted legislation in 2024 allowing surgical castration as a potential punishment in certain cases involving aggravated sex crimes against children younger than 13. In Clark’s case, undergoing the procedure was included as a condition of the negotiated plea agreement.
The case began with a cybertip concerning suspected child sexual abuse material and ultimately developed into an investigation involving sexual crimes against a juvenile. Clark will now serve the 35 year prison sentence imposed under the plea agreement and will remain subject to lifetime sex offender or child predator registration requirements.
