$505 Million Retaliation Plot Through Paperwork Ends in Conviction for Slidell Man

What prosecutors described was not a real debt, but an attempt to weaponize paperwork against a police officer.

Authorities announced that 48-year-old Willie Mack Cauley of Slidell was found guilty Tuesday in connection with filing a fraudulent lien totaling $505 million against a St. Tammany Parish law enforcement officer.

The case traces back to October 2020, when officials say Cauley sent documents to the Clerk of Court’s Office claiming the officer owed an enormous commercial debt. Investigators said the officer had previously arrested Cauley.

The paperwork allegedly listed the officer as a debtor and attempted to establish what was labeled as a “perfected” lien, despite having no lawful basis.

Prosecutors said the act followed tactics commonly linked to sovereign citizen ideology, where false legal filings are sometimes used to intimidate or retaliate against judges, officers and other government employees. That strategy is often referred to by investigators as “paper terrorism,” because it uses bogus records and financial claims to create disruption for the victim.

Cauley was convicted on April 28. Any upcoming sentencing details have not yet been announced.
