ST. TAMMANY PARISH, La. — An official filing with the Louisiana Board of Ethics has revealed that Three Rivers Political Action Committee (PAC), the organization identified in the payment disclosure of a controversial website targeting St. Tammany Parish sheriff candidate Daniel Seuzeneau, formally identified his opponent, Robert Hodges, in its committee registration.
According to a Statement of Organization filed October 23, 2026, just days before the controversial website targeting Seuzeneau was publicly shared, Three Rivers PAC specifically listed Robert Hodges under Section 8a, labeled “Name of Candidate or Elected Official.” The filing identifies the office as “Sheriff – St. Tammany.”
The document, filed under Report Number 137168, identifies Blair Fritts as the PAC’s chairperson and Michele Avery as its treasurer.
Three Rivers PAC registered as an Independent Expenditures-Only Committee, a classification allowing it to make independent political expenditures without coordinating those expenditures with candidates.
The filing establishes that Three Rivers PAC formally identified Hodges in its registration. However, it does not explicitly declare an endorsement or establish that the PAC’s expenditures were made in support of his campaign.
Why This Matters
Three Rivers PAC has come under scrutiny following controversy surrounding a website targeting Daniel Seuzeneau ahead of the November 3 sheriff’s election.
The website itself identifies Three Rivers PAC in its payment disclosure, while the PAC’s official state registration names Robert Hodges, Seuzeneau’s opponent, as the candidate associated with the filing.
Together, these disclosures raise questions about the PAC’s political interests and activities during the sheriff’s race.
It is important to emphasize that this document does not establish that Robert Hodges created, funded, authorized, or had any knowledge of the website targeting Seuzeneau. Nor does it establish coordination between his campaign and Three Rivers PAC.
What it does establish is that the PAC formally named Hodges in an official state campaign finance filing, while separately identifying itself as the payer of a website targeting his political opponent.
With Election Day approaching, voters deserve transparency about the political organizations participating in the sheriff’s race, the candidates identified in their filings, and the individuals responsible for their operations.
The filing is a public record maintained by the Louisiana Board of Ethics.
